I think it should be a bit farther away than Russia i think that the U.S.A is a good place for the enemy base to be.

But that is one of Ida's countries! I think it would be fair if the "main base" would be in a place that we have not yet claimed.

I assume from this that we are discussing a)the enemy federation. b)the general location of the said federations operational headquarters. c)the location of the military base of operations of said federation. and d)the location of their main technology center.
Why don't we spice it up and mix them around, say we put the tech. center in Russia, the military base in north america, and the operational HQ in Australia. Just as an example.

That would be a wonderful idea! I think that the GM should decide where these things are, and then drop hints, just like it were.... real? Then we wouldn't have a clue in the beginning, and would be hunting him/her down the whole time. I think that we should establish now that the enemy is a "he", and not a "she"!
